Welcome to the 12th issue of the CO2NeuTrAlp newsletter.
The CO2NeuTrAlp project comes to an end. Pioneers in 15 cities and regions used electric vehicles and cars powered by renewable fuels. They started to integrate electric traffic systems and renewable energy power systems, as well as testing both individual modes of transport and intermodal systems which combined buses, cars, bicycles, cableways and even boat taxis. We hope that many followers will have the courage and spirit to modernise their transport systems, instigating a long-term behavioural change.
On behalf of the partnership, let me say “thank you†to all funding institutions on a European, national and regional level. Their support has allowed us to develop good examples for CO2-neutral and sustainable transport in the Alpine Space.

CO2NeuTrAlp: Those were the Days
After 41 months, 9 transnational working meetings, 3 international conferences, 7 progress reports, numerous surveys, studies and guidelines and uncountable glasses of wine, the CO2NeuTrAlp project has come to an end in January 2012.
For more than three years, the 15 project partners from five countries in the Alpine Space tested alternative transport technologies and mobility management measures in 13 pilot projects, covering various fields of transport such as city logistics, public and tourist transport, agriculture and public authorities’ vehicle fleets. Their common objective: to find solutions for sustainable transport according to local conditions and to prove that it is possible to maintain quality of life whilst preserving a healthy alpine environment. They faced considerable challenges, as from 2008 onwards they have been pioneering new trends in vehicle technology, where no ready-made solutions existed. The unavailability of reliable vehicles or adequate infrastructure has also presented a huge challenge on occasion.
Additionally, in several cases the reluctance of public decision making bodies posed significant obstacles to the implementation of novel solutions. The lessons learned, therefore, were not only concentrated in the technical sphere, but showed that transnational cooperation can be a strong asset in promoting political support for innovative systems of transport. Another decisive action when promoting new solutions in the transport sector is raising awareness among decision makers as well as users and other relevant stakeholders.
Actions carried out in the pilot projects included inter alia: the development and testing of an intermodal sustainable bus and boat transport for residents and tourists on the Lake Idro; the use of an electrically powered zero emission vehicle for the distribution of perishable goods in city logistics in Padova; the development of a public service for combined rental stations of electric assisted bicycles and conventional bikes for residents, commuters and tourists; the use of an electric mono-rail vehicle to transport tourists in the steep and terraced slopes of Cinque Terre; and the development of an integrated inter-modal bus-cableway and a combined bus-ski lift ticket systems in ski resorts. Next to introducing the new technologies and management measures, the project partners organised training courses for new vehicle technology and carried out awareness activities concerning alternative means of transport and renewable energies.
Project activities have contributed to increase the use of public services instead of motorised individual transport in the pilot areas. Studies carried out among the involved stakeholders have shown that congestion in the experimentation area has been reduced and that traffic problems have decreased. The use of (local) renewable energy sources was fostered through the implementation of e-mobility and vehicles running on biofuels. In some of the pilot regions, unnecessary trips could be saved through awareness raising activities and new mobility concepts. In terms of costs and benefits, the project has shown that higher investments costs for new technologies and their infrastructure can be compensated by lower energy and external costs with the right framework conditions. Last but not least, the potential for CO2 reductions was found to be high and calls for further action in this field!

PiP Provincia di Belluno and Dolomiti Bus: e-Mobility in mountain areas
The Province of Belluno and the local transport company Dolomiti Bus have leased eight electric mini-vans to meet the mobility needs of public officers.
Next to testing the use of e-vehicles in a particularly sensitive mountain area, the pilot project aimed at raising awareness regarding sustainable mobility among the general public. In the course of the project, 23 local authorities were enabled to test an e-vehicle free of charge, travelling a total of over 40,000 km. Before the e-vehicles were handed over, the test drivers received trainings. As repair and maintenance of electric vehicles constitute a new challenge, the regional vocational school has implemented a new training module for students on electric vehicle technology in cooperation with the manufacturer of the vehicles.

Cinque Terre National Park: E-Mobility & Accessibility to steep Terraces in Agriculture and Tourism
In the National Park of Cinque Terre 50 diesel driven mono-rails provide access to the steep mountains for agricultural purposes.
In order to improve the efficiency of mono-rails and to replace them with clean and quiet electric ones, the National Park together with local stakeholders and with the technical support of the University of Pisa evaluated the possibility for introducing electric vehicles running on solar energy. Currently an electric mono-rail is used to transport tourists. In future, the old vehicles will be retrofitted or replaced with electric engines. To ensure the supply with renewable energy for charging the batteries of the vehicles, the installation of photovoltaic panels is planned.

Holding Graz: The CO2Neutralp Pedelec rental system as a pilot project for a bicyle umbrella system in Graz
Since 2011 the Holding Graz was providing pedelecs for test purposes in the framework of the pilot project of CO2Neutralp. They have been tested by employees of the Holding Graz for internal ways, by interested citizens in and around the City of Graz and by companies within the company mobility management programme.
Since the last year citizens, employees of the Holding Graz and companies were able to test Pedelecs in the city of Graz. The Public transport provider of Graz, the Holding Graz, provided 15 Pedelecs for testing purposes. 5 Pedelecs were lendable in the Mobility Centre of Graz for potential testers, 6 have been on duty for the mobility management programme where employees had the possibility of testing them and 4 were for internal ways between the locations of the Holding Graz. The project was so successful and the Pedelec testers were so content that the City of Graz is now planning a bicycle umbrella system with usual bikes and Pedelecs for the whole city with the Holding Graz. Within the new City Bike Graz project, 10 stations shall be installed with over 200 bicycles, including 52 Pedelecs in the area of the city in the first year. All bicycles will be branded in a corporate design. The booking shall be possible via an online booking tool. The city council of Graz will decide in March 2012 if this project will be implemented.

Study: E-Bikes and Pedelecs in a local bike rental umbrella system
FGM-AMOR made a market analysis in Graz with the goal to introduce e-Bikes and Pedelecs into a local bike rental umbrella system. The main aims are the reduction of CO2 in the city on the one hand and support the take up of e-Mobility on the other.
The idea is to increase the availability of e-Bikes on local level. When integrating e-Bikes into a bike rental umbrella system, citizens have the possibility to test this new product in a cheap and comfortable way. Because e-Bikes are, in average, more expensive then standard bicycles without electronic assistance, rented e-Bikes are a good opportunity to increase the accessibility to e-Mobility.
In addition to that, the integration of e-Bikes into a bike rental umbrella system shall attract tourists. Riding an e-Bike is an exciting experience that tourists are likely to try out. Due to several aspects concerning available space and fairness to existing providers, the local authorities of the City of Graz chose to establish a bike rental umbrella system based on already existing providers.
